FOSTER CHILD SAFETY, ACCOUNTABILITY, AND FAMILY PRESERVATION

 

For generations, more than 400,000 children in America’s foster care system have lived without the basic protections every child deserves. Too often, they are portrayed as troubled or broken — when in truth, they are children who have been failed by the very structures meant to protect them.

 

I know this because I grew up in foster care myself.

 

From age one to eighteen, I lived inside a system where silence was the greatest danger. No phone. No hotline. No rights education. No safe way to report abuse. When a child has no voice, predators thrive.

 

This petition calls for the passage of the Foster Child Safety, Accountability, and Family Preservation Act — legislation designed to give foster youth the tools, protections, and rights they have always deserved.

 

• This Act introduces essential reforms that will:
• Give every foster child a simple, memorable way to call for help
• Ensure youth have access to communication, not isolation
• Require independent safety checks of foster homes
• Teach young people their rights and how to use them
• Strengthen family‑based placement options
• Establish a clear, enforceable Foster Child Bill of Rights
• Expand education and career pathways for vulnerable youth

 

These changes are practical, achievable, and urgently needed. When adults know a child has a voice, a phone, a hotline, and independent oversight, the entire culture shifts. Abuse becomes harder to hide. Retaliation becomes harder to commit. Children become harder to silence.

 Foster Future Funds Act (FFF)

 

Every year, the United States spends tens of billions of dollars on foster care — $25,000 to $300,000 per child, per year. Yet when foster youth age out at 18, they leave with nothing: no savings, no assets, no credit, and a 50% chance of homelessness within 18 months.

 

The system funds everyone around the child, but never the child themselves. This is not a money problem — it’s a structural problem.

 

The Foster Future Funds Act (FFF) offers a simple, powerful solution: Reserve just 5% of existing federal foster care reimbursements in a protected account for each child. No new taxes. No new spending. No new bureaucracy. Just a smarter use of the dollars already being spent in their name.

 

This small shift allows foster youth to enter adulthood with real financial stability — money for housing, education, transportation, childcare, or starting a business. With modest growth, these accounts can become long‑term assets and even retirement savings.

 

A child who once left foster care with nothing can now leave with wealth.

 

This policy is fiscally responsible, bipartisan, tech‑friendly, and morally undeniable. It reduces homelessness, lowers incarceration rates, and strengthens communities — all while using existing funds more efficiently.

The ask is simple: Support the Foster Future Funds Act and help ensure that every child who grows up in foster care enters adulthood with a financial foundation, not a financial void.
