For generations, more than 400,000 children in America’s foster care system have lived without the basic protections every child deserves. Too often, they are portrayed as troubled or broken — when in truth, they are children who have been failed by the very structures meant to protect them.
I know this because I grew up in foster care myself.
From age one to eighteen, I lived inside a system where silence was the greatest danger. No phone. No hotline. No rights education. No safe way to report abuse. When a child has no voice, predators thrive.
This petition calls for the passage of the Foster Child Safety, Accountability, and Family Preservation Act — legislation designed to give foster youth the tools, protections, and rights they have always deserved.
These changes are practical, achievable, and urgently needed. When adults know a child has a voice, a phone, a hotline, and independent oversight, the entire culture shifts. Abuse becomes harder to hide. Retaliation becomes harder to commit. Children become harder to silence.

The system funds everyone around the child, but never the child themselves. This is not a money problem — it’s a structural problem.
The Foster Future Funds Act (FFF) offers a simple, powerful solution: Reserve just 5% of existing federal foster care reimbursements in a protected account for each child. No new taxes. No new spending. No new bureaucracy. Just a smarter use of the dollars already being spent in their name.
This small shift allows foster youth to enter adulthood with real financial stability — money for housing, education, transportation, childcare, or starting a business. With modest growth, these accounts can become long‑term assets and even retirement savings.
A child who once left foster care with nothing can now leave with wealth.
